He says that the theory of rhetoric ("doctrina dicendi", lit. "the teaching of speaking") should be divided into three parts (de partione oratoria 3):
- The speaker's personal resources (lit. "strength") ("vis oratoris").
- The speech ("oratio").
- The question ("quaestio").
